                                  As Member of of Manhattan Beach City Council

  • Completed Public Safety Facility and Metlox Plaza; Dedicated 9-11 Memorial

  • Approved $520,000 emergency funds to MBUSD to cover shortfall

  • Supported Measure BB & continued monthly meetings with School Board

  • Implemented New Residential Construction Officer Program:  Providing enforcement for all construction projects in the city alleviating resident issues of blocked garages and streets, working after hours, trash, noise reduction and added extra “No Work” holidays

  • Implemented Permit Parking Plan next to Mira Costa High School and around downtown to return street parking to residents.

  • Mansionization – developed code changes that limited lot mergers; encouraged “remodels” and discouraged “tear downs”; increased open space requirements.

  • Created Pharmaceutical Drop Box and Plastic Bag Ordinance –  Way to prevent disposal of prescription drugs [human and pet] flushed down toilets and sinks that would otherwise harm our oceans and marine life and bag ban stops sales or giveaway of all plastic bags in the city effective February 2009

  • Implemented "Green Program" within all city facilities and in city vehicles

  • Waived fees for solar installation

  • Hired a full-time Environmental Programs Manager

  • Created resident driven Environmental Task Force

  • Installed “Field Turf” soccer field behind Manhattan Village Mall

  • Developed Neighborhood Management Traffic Plan around all schools

  • Served as Council Liaison to Grand View, Pennekamp and American Martyrs schools representing parental concerns and provided input directly to the city

  • Appointed Council Representative to Finance Sub-committee involved in financial oversight that kept our city financially “sound; with over $14,000,000 in reserves and maintained our AAA Credit Rating (One of only four California cities) by all three credit rating agencies

  • Accessible to residents by attending and hosting community forums including ongoing town hall meetings, community workshops, bi-monthly “Mayors Coffees”,  Little League, Boys Scouts, Girls Scout and Pony Baseball and multiple city activities

  • Developed interactive “City Website” utilizing E-Government

  • Created “Art Exhibits” at Metlox to showcase local MB artists

  • Appointed to Los Angeles County Citizens Tax Review Board by LA Supervisor Don Knabe

  • Elected to El Camino Community College Foundation Board

  • Appointed to the ECC Bond Oversight Committee ($191 Million Bond, Measure E)

  • Member of Southern California Association of Governments (SCAG)

  • Member of South Bay Councils of Government (SBCOG)

  • Appointed to Los Angeles County Sanitation District Board

  • Elected to Salvation Army Board - South Bay Task Force

  • Elected 2nd Vice President of Independent Cities Association (88 cities in Los Angeles County of elected officials)

  • Completed FEMA {U.S. Department of Homeland Security] Emergency Management Institute courses of:  IS - 00700 National Incident Management System and IS - 00100 Introduction to the Incident Command System

  • Invited and attended US Mayor’s conference with 120 mayors

 

Richard Montgomery has been a resident of Manhattan Beach for 22 years and is married to wife Diane. He is a dog owner, avid cyclist, beach volleyball player and can be seen walking the Strand or attending various city events around town.

RichMont has a statewide client list that includes financial institutions, pension funds, trust companies, law firms and government agencies and has supported a multitude of city events.
